This CLASP report reviews the impact of unmet need, the prevalence of unmet need based on race/ethnicity and institutional type, and an examination of the group with the most unmet need. Recommendations are offered toward increasing investment in public institutions, recalculating EFC and modernizing financial aid, restoring investment in state aid programs, a focus on equity and diversity, and fully utilizing the resources currently available.
